
The “1” of February and April 2006: one period of intense
police activity.
From September to January 2005, first
difficult months due to the changes of security natures which took place
with the government.
For example, collaboration enters the old service of
documentation and the arriving news was hard. But with final, it contributed
to the resolution of “PALIPEHUTU-FNL question ”.
From February 2006 with today, one
notices a relatively good security situation. It makes it
possible to be better devoted to the socio-economic challenge of the country.
The resumption of an active life within the civil society testifies some. The
result is edifying. Conferences regionals, visits of foreign eminent
personages become frequent. A resumption of the tourist sector starts.
A remarkable work was achieved by the
security actors (the home ministry, the ministry for defense and
services of documentation.) since the entry with the government
NKURUNZIZA at our day.
The police force is increasingly present
and effective, instead of the army.
For example, the arrests are not done any more by soldiers
but by the police force.
The sign of a standardized situation, the police force has
usually to face infringements “of traditional types” of order
public (banditisms,robs, crimes, rape etc). All the same, a voluntary
disarmament campaign of the civil population is carried out… The situation of
war moves away deeply. Some 500 applicants of Rwandan asylums returned
voluntarily. But the Congolese refugees prefer to wait, after July
2006, at the end of elections in their country.
From now on, the FDN, in order to regild
their images with the population, will be devoted can be with
humanitarian interventions, according to the example of the ONUB at the time
of the rains torrential this May 2006.
In terms of conclusion, safety is good
but only one flat! Vigilance! An attempt at Coup whose would
be implied a foreign power would be in hand in order to destabilize Burundi.
The History showed with “NDADAYE”, the regional stakes
geostrategic are very dangerous and unforeseeable! The international Community
prepares with the elections in DRC!
