BURUNDI: CURRENT SECURITY QUESTION.

In Burundi, the security question
concerns: - the reform of the army which passes from the old Forces des
Armées Burundaises (FAB) to the Forces of National Defense (FDN),
including a phase of demobilization and social rehabilitation of ex-fighters;
- the question of Fnl-palipehutu; - the Rwandan refugees and
congolese...; - banditism; - and the presence of the ONUB with the SANDF
which has a particular statute.
The problems of the refugees on the Burundi's ground proves the need
for not discrediting the regional factor in our analysis of the phenomenon.
Before the democratic elections in June 2005, safety
was the principal political priority in order to be able to guarantee the
organization of the various polls. It worried more on the level of the
evolution of the FDN than compared to the factor of insecurity caused by
Fnl-palipehutu.
From September 2005 until January 2006, the government
privileged to try to regulate the conflict with Fnl-palipehutu, which had
passed to the first rank of sedentary problems.
Since the end of January and the beginning of February
2006, the sedentary question passed in the second plan of the concerns of
the government, preceded in that by the socio-economical issues (famine,
health, education...).
Last week, it is noted that, after the discovery of an
attempt at destabilization of the institutions by a team from the FDN, the
socio-economic one and the sedentary one combine themselves from now on at
the same time, the Present.
Currently, the sedentary eye go of advantage on the FDN,
follow-up of the problems of the Rwandan refugees and congolese on our
territory. Raising more National police force, Fnl-palipehutu and the
banditism find ahead last position. The ONUB and the SANDF continue little
by little to leave our country.
