The densest topicality was that of Congo DRC - with the first quotas of the European Union with Kinshasa to make safe the elections - A ex- aequo followed Tanzania - with many news in economy (constructions of schools and road axes.)-In Africa, it is the Darfur who dominated Sudan does not want more troops of the UN.

In Burundi, the government remains without question the actor n°1. It is followed by the political parties very far behind. Comes then the civil society and the Diaspora which appreciated the last visit of President NKURUNZIZA in ITALY and Scandinavia.
With the government, the most active ministry is that of the Home Office - with a police force which is increasingly visible (15%) -.  The ministries for agriculture, public works, solidarity main roads come thereafter concerning the problems involved in the environment and the hunger relief etc (15%).  The Ministry for Foreign Office comes afterwards with 13%.  The ministry which follows is that of Health (11%) etc

One week which will have been ultra sedentary - with the police searching at a deputy NYANGOMA Léonard who had weapons and of ammunition at his place - whereas the entire government is mobilized in a campaign of disarm Burundian society, followed by the policy, with a concern socio-economic step very glittering - the strike of Profs which continues - and a justice all the same in light rise - appearance before the Burundian justice of Mr. Nyangoma Léonard, ex-leader of the Burundian rebellion found in possession of weapons and ammunition -. 
An opposition which remains leader on the level of the media cover of its political actions with nearly 69%. The Burundians hardline (or organization with ethnic separatist ideology) is to 15%. Astonishing fact, the EDBH precedes the EDBT which misses this week. The political topic of the week relates to the negotiations in progress with DAR.  UPRONA and the MRC as left the governmental coalition are most visible with 16%. While observing, that their remarks are those of opponent to the governmental action.   The CNDD-FDD remains a party died with 0% since nearly 2 weeks:  Not a word.  One can speak about an opposition to nearly 100% to media space.
The Burundian civil society - near to the UPRONA- remains with the control of the civil life. It comparable with the organizations is integrated of the old single party. The tradition is respected.  The other ideological currents did not develop their civil society yet.  The international civil society (ONGs) occupies the second place.  Total absence of a civil society with goal social main road whereas the country needs some harshly.
The government is very mobilized on the sedentary question for this period with 61%. Urban criminality occupies nearly 35% of the sedentary question. The question of the refugees continues with 28%… the FNL-PALIPEHUTU passes from 10% to 3% sedentary space.

L'actualité la plus dense a été celle du Congo RDC -avec les premiers contingents de l'Union Européenne à Kinshasa pour sécuriser les élections -A ex- aequo suivait la Tanzanie - avec beaucoup de nouvelles en économie(constructions d'écoles et d'axes routiers,..)- En Afrique , c'est le Darfour qui dominait- le Soudan ne veut plus de troupes de l'UN- .
Au Congo RDC , l'actualité dominante est celle des élections- avec les premiers contingents de l'Union Européenne à Kinshasa pour sécuriser les élections-.En Afrique , c'est au Soudan (Darfour) qu'il y a le plus de nouvelles- le

Au Burundi, le  gouvernement  reste sans conteste l'acteur n°1. Il est suivi par les partis politiques très loin derrière. Vient alors la société civile et la Diaspora qui a apprécié la dernière visite du Président NKURUNZIZA en ITALIE et en Scandinavie .
Au gouvernement, le ministère le plus actif est celui de l'intérieur - avec une police qui est de plus en plus visible (15%) - .  Les ministères de l'agriculture, des travaux publics, de la solidarité nationales  viennent par la suite concernant les problèmes liés à l'environnement  et à la lutte contre la faim etc (15%).  Le Ministère des Affaires Etrangères  vient après avec 13%.  Le ministère qui suit est celui de la Santé  (11%) etc.

Une semaine qui aura été  ultra sécuritaire - avec la perquisition policière chez un député NYANGOMA Léonard qui disposait d'armes et de munitions chez lui - alors que le gouvernement tout entier est mobilisé dans une campagne de désarment de la société burundaise  , suivie du politique, avec un soucis socio-économique pas très reluisant - la grève des profs qui se poursuit  - et une justice tout de même en légère hausse - la comparution  devant la justice burundaise de M. Nyangoma Léonard, ex-leader de la rébellion burundaise  trouvé en possession d'armes et de munitions -. 
Une opposition qui reste leader au niveau  de la couverture médiatique de ses actions politiques à près de 69%. L'Extrême Droite Burundaise (ou organisation à idéologie séparatiste ethnique )  sont à 15%. Fait étonnant, l'EDBH devance le EDBT qui est absent cette semaine. Le thème politique de la semaine est relatif aux négociations en cours  à DAR.  UPRONA et le MRC comme partis de la coalition gouvernementale sont les plus visibles avec 16%. Tout en observant, que leurs propos sont  celles d'opposant à l'action gouvernementale.   Le CNDD-FDD reste un parti mort avec 0%  depuis près de 2 semaines:  Pas un mot.  On peut parler d'une opposition à près de 100% de l'espace médiatique.
La société civile   burundaise -  proche de l'UPRONA-   reste  au contrôle de la vie civile. Elle est comparable aux organisations intégrés de l'ancien parti unique. La tradition est respectée.  Les autres courants idéologiques n'ont pas encore développé leur société civile.  La société civile internationale (ONGs) occupe la seconde place.  Absence totale d'une société civile à but sociale nationale alors que le pays en a rudement besoin.
Le gouvernement est très mobilisé sur la question sécuritaire pour cette période à 61%. La criminalité urbaine occupe près de 35% des question sécuritaire. La question des réfugiés se poursuit avec 28% ... Le FNL-PALIPEHUTU passe de 10% à 3% de l'espace sécuritaire.

Burundi detains ex-govt officials over graft

BUJUMBURA (Reuters) - Burundian authorities have arrested two former ministers in connection with embezzlement from the state telecommunications operator, court sources said on Sunday.

Severin Ndikumugongo, a former transport and telecommunications minister, and former Foreign Minister Severin Ntahomvukiye, who was recently general manager of national operator Onatel, have been detained since Friday.

No charges have been filed.

The allegations relate to some $600,000 dollars allegedly embezzled by the two in connection with contracts to a false South African insurance company.

"The public prosecutor has ordered their jailing while investigations are carried out to clarify the situation," a court judge, who declined to be named, told Reuters.

Sources from Onatel said the money was given to a South African insurance company as a deposit to be used for the purchase and transport of new equipment for a GSM system in Burundi.

A former commercial director at Onatel said the company later found out the South African firm was fictitious.

"We realised after disbursing the money that the so-called insurance company did not exist, they cheated us," Kibavu Pie told Reuters. Pie is now a lawmaker in the new national assembly.

"The two dignitaries should not be arrested, on contrary, the government should undertake discussions with the South African government to pay the loss or arrest the cheaters," he added.

Irish president visits Rwanda genocide tribunal

Kigali, Rwanda 06/26 - ANGOP- Mary McAleese, president of Ireland, Thursday continued a two-day visit to the International Criminal Tribunal for Rwanda (ICTR), in Arusha, Tanzania to obtain first hand information on how the court is contributing to the national reconciliation process in Rwanda.

McAleese, who is accompanied by Tanzanian officials, noted that the ICTR had inaugurated a new approach to justice aimed at reconciliation, according a statement from the ICTR office.

The president of Ireland, who was taken on a tour of the ICTR facilities by the court`s officials, including its president, Justice Eric Mose, also attended a session of the court sitting in the trial of Théoneste Bagasora, accused of being the brains behind the genocide.

The Irish government has been financing, since 1995, various projects in order to support the ICTR, especially through contributing to the "ICTR Trust Fund", responsible for providing medical assistance to witnesses expected to appear before the tribunal.
 


UGANDA

Sudanese forces kill 4 Uganda rebels in south Sudan

JUBA, Sudan (Reuters) - Sudan's security forces last week killed four members of a Ugandan rebel group which has been raiding parts of southern Sudan, a Sudanese official said.

Clement Wani Konga, governor of Central Equatorial state, said members of the Lord's Resistance Army (LRA) had been raiding residential areas of the southern Sudanese state to seize food.

"Three of them where killed by the armed forces and the police ... killed one, bringing the number to four," he said late on Saturday.

South Sudan's regional government says it wants to broker an end to 19 years of conflict between the LRA and the Ugandan government. The conflict has destabilized southern Sudan, itself recovering from more than two decades of civil war.

LRA representatives are waiting in Juba, the capital of south Sudan, to start talks with the Ugandan government.

Sudan's government had used the LRA as a proxy to help fight the southern Sudanese rebels, who last year signed a peace treaty with Khartoum.
