Bujumbura, le 25 Mars 2006 (RTNB)-Le président de la République, monsieur Pierre Nkurunziza a nommé ce vendredi 24 mars 2006 les nouveaux membres permanents et non permanents de la cour constitutionnelle. Le président Nkurunziza a nommé monsieur Ndaye Elysée, président de la cour constitutionnelle, madame Niyonteze Spès-Caritas , vice-président de la cour constitutionnelle, monsieur Sabushimike Népomucène , membre permanent de la cour, monsieur Rusumo Marius, membre permanent ; monsieur Baroreraho Onésphore, membre non permanent de la cour constitutionnelle.

Burundi Catholic Church ties marriage to HIV test

BUJUMBURA - The Catholic Church in Burundi has announced that it will not conduct weddings for couples unless they produce an HIV certificate indicating their status, officials said on Saturday.

“The conference of bishops has decided that from now onwards the Church will ask prospective couples to present their HIV test certificate before they are married,” said Father Gelase Mugerowimana of the Bujumbura partoral parish.

“We do not demand that the fiances show us the test results, but we demand the proof that they have taken the test and told the truth,” Mugerowimana said, adding that the decision reached last November was now being implemented.

About 70 percent of Burundi’s 7.6 million people are Catholic faithful, and Roman Catholicism it is the most influential Church in the tiny central Africa nation.

However, the decision was criticised by the country’s National Association of people with HIV/AIDS (ANSS), which argued that the move “violates the right of the individual and threatens to counter the fight against the disease.”

“That the Catholic Church should play its moral role in the society is one thing, but to play the police by giving orders is prejudicial to the fight against AIDS,” ANSS chief Jeanne Gapiya told AFP.

According to the ministry of health estimates, Burundi’s AIDS prevalence rate stood at 10.5 according to 2002 statistics.

The Church has also said that it would not conduct weddings if the bride is pregnant as it is a transgression against God’s laws.

“These decisions have been taken to restore the dignity and beauty of marriage and family and for the respect of God’s commandments,” Mugerowimana said.

Bujumbura, le 25 Mars 2006 (RTNB)-Madame Karin Kortmann, secrétaire d'Etat de la République Fédérale d'Allemagne a déclaré à la presse ce vendredi 24 mars 2006 avant de terminer sa visite de deux jours à Bujumbura que la République Fédérale d'Allemagne va mettre à la disposition du gouvernement du Burundi un million d'euros afin d'assister les provinces touchées par la sécheresse et la famine. Madame Kortmann a précisé également que ce montant d'un million d'euros est séparé de la contribution de son pays au programme d'urgence 2006 du Burundi. Elle a également précisé que l'Allemagne continuera a soutenir les opérations de réintégration des anciens combattants, d'assainissement et d'approvisionnement en eau.

CELEBRATION DE LA JOURNEE INTERNATIONALE DE LUTTE CONTRE LA TUBERCULOSE
Bujumbura, le 25 Mars 2006 (RTNB)-Le Burundi s'est joint ce vendredi 24 mars 2006 à d'autres pays du monde pour célébrer la journée internationale de l'éradication de la tuberculose. Les cérémonies de cette journée se sont déroulée en commune Kayokwe de la province Mwaro en présence des autorités du ministère de la santé. Le thème qui a été retenu pour célébrer cette journée était " Halte à la tuberculose, sauvons des vies ". Le ministre de la santé publique, le docteur Barnabé Mbonimpa avait fait une déclaration la veille sur le plateau de la Radio-Télévision Nationale du Burundi et avait indiqué que cette journée de lutte contre la tuberculose est commémorée alors que la tuberculose continue des ravages en Afrique où un tiers de deux millions qui meurent de la tuberculose dans le monde, sont du continent africain et qu'au Burundi la tuberculose est en recrudescence : les statistiques font état de plus de sept mille cas enregistrés depuis l'année 2004.

LES TRAVAILLEURS DU COMPLEXE TEXTILE DU BURUNDI FONT UN SIT-IN DEVANT LE MINISTERE DU COMMERCE ET DE L'INDUSTRIE POUR RECLAMER L'ASSAINISSEMENT DE LA GESTION DU COTEBU
Bujumbura, le 25 Mars 2006 (RTNB)-Les travailleurs du Complexe Textile du Burundi (COTEBU) ont organisé un sit-in devant le bâtiment du ministère du commerce et de l'industrie pour réclamer l'assainissement de la gestion du COTEBU. Les travailleurs du COTEBU qui contestaient la décision qui les envoie encore une fois en chômage technique demandent au gouvernement d'intervenir pour sauver ce qui peut encore être sauvé.

LES INSCRIPTIONS DES NOUVEAUX ETUDIANTS SE POURSUIVENT A L'UNIVERSITE DU BURUNDI
Bujumbura, le 25 Mars 2006 (RTNB)-Les inscriptions des nouveaux étudiants à l'université du Burundi vont encore se poursuivre la semaine suivante. Les autorités de l'université du Burundi ont décidé de continuer les inscriptions de nouveaux étudiants afin de permettre à ceux qui n'ont pas encore apprêté leurs dossiers d'inscriptions de se faire inscrire. Il faudrait rappeler que les inscriptions pour la nouvelle année académique avaient commencé le 20 mars 2006 à l'université du Burundi.

Bujumbura, Mar 24 (Prensa Latina) The Burundi Army threatened to enter the Congo Democratic Republic (RDC) in pursuit of National Liberation Front rebels (NLF), accused of killing Congolese Tutsi refugees.

The chief of the army group, brigadier general German Niyoyankana, highlighted that his troops are prepared to enter the RDC if the government does not disarm the allied militia, Radio Africa reported.

Niyoyanka affirmed that his troops are prepared to launch an offensive in RDC territory if necessary. "It all depends on Kinshasa government," he affirmed.

The FLN recently accepted the death of several people along the border of the two countries, but attributed that to tactical failures, since its objective is to attack military bases close to the border.

This Burundi military warning adds an element of danger the situation in this region of East Africa, heat up by a spate of violence that brought chaos to countries like Rwanda, scenery of an ethnic massacre in 1994.
